Start the transfer in issue_pending regardless of the type of channel.

Clients of at_xdmac that assume that tx_submit() starts the transfer must be updated and call dma_async_issue_pending() if they miss to call it (one example is atmel_serial). was the SPI driver, but this stopped doing so a long time ago, so the
TODO from the earlier patch can no be removed.
