Despite care take to allocate clocks state containers the
SP810 driver actually just supports creating one instance:
all clocks registered for every instance will end up with the
exact same name and __clk_init() will fail.

Rename the timclken&lt;0&gt; .. timclken&lt;n&gt; to sp810_&lt;instance&gt;_&lt;n&gt;
so every clock on every instance gets a unique name.

This is necessary for the RealView PBA8 which has two SP810
blocks: the second block will not register its clocks unless
every clock on every instance is unique and results in boot
logs like this:

Pull clk framework changes from Mike Turquette:
 "The first half of the clk framework pull request is made up almost
  entirely of new platform/driver support.  There are some conversions
  of existing drivers to the common-clock Device Tree binding, and a few
  non-critical fixes to the framework.

  Due to an entirely unnecessary cyclical dependency with the arm-soc
  tree this pull request is broken into two pieces.  The second piece
  will be sent out after arm-soc sends you the pull request that merged
  in core support for the HiSilicon 3620 platform.  That same pull
  request from arm-soc depends on this pull request to merge in those
  HiSilicon bits without causing build failures"

The order of arguments in the call to vco_set() for the ICST clocks appears to
have been switched in error, which results in the VCO not being initialised
correctly. This in turn stops the integrated LCD on things like Integrator/CP
from working correctly.

This patch fixes the order and restores the expected functionality.

Add a CLK_SET_RATE_NO_REPARENT clock flag, which will prevent muxes
being reparented during clk_set_rate.

To avoid breaking existing platforms, all callers of clk_register_mux()
are adjusted to pass the new flag. Platform maintainers are encouraged
to remove the flag if they wish to allow mux reparenting on set_rate.

Add a CLK_SET_RATE_NO_REPARENT clock flag, which will prevent muxes
being reparented during clk_set_rate.

To avoid breaking existing platforms, all callers of clk_register_mux()
are adjusted to pass the new flag. Platform maintainers are encouraged
to remove the flag if they wish to allow mux reparenting on set_rate.
