Presently the SH7785 code misdefines the UBC clock connection ID in
relation to the other CPUs. This makes it uniform, so that things like
single-stepping work again.

The latest sh_eth driver needs a resource of TSU in the channel 1,
if the controller has TSU registers. So, this patch adds the resource.

failed to take into account the PCI channels's
io_map_base for mapping IO BARs.
This also caused a new warning on sh.

Fix this, without re-introducing code duplication,
by setting NO_GENERIC_PCI_IOPORT_MAP
and supplying a sh-specific __pci_ioport_map.
