factorise some generic infrastructure to assist looking up struct clks
for the ARM &amp; SH architecture.

as the code is identical at 99%

put the arch specific code for allocation as example in asm/clkdev.h

kfree() in clkdev_drop() function should actually be called with an address of
a struct clk_lookup_alloc object, and not struct clk_lookup, as presently done.
This just happens to work, because "struct clk_lookup cl" is the first
member in struct clk_lookup_alloc.

early platform devices and the like may need to set up clock aliases,
which require an allocation at a time well before the slab allocators
are available. The clock framework comes up after bootmem, so using
bootmem as a fallback should be sufficient.

This rolls in the remainder of the clkdev API bits from the ARM tree.
This can more or less be used verbatim, so we just copy it over and nuke
our local version.
