Commit b35108a51cf7 ("jiffies: Define secs_to_jiffies()") introduced
secs_to_jiffies(). As the values here are a multiple of 1000, use
secs_to_jiffies() instead of msecs_to_jiffies to avoid the multiplication.

This is converted using scripts/coccinelle/misc/secs_to_jiffies.cocci with
the following Coccinelle rules:

@@ constant C; @@

- msecs_to_jiffies(C * 1000)
+ secs_to_jiffies(C)

@@ constant C; @@

- msecs_to_jiffies(C * MSEC_PER_SEC)

It is quite pointless to use memcpy to copy two bytes, besides that
this construct will also partially remove type and size sanity checks.

Therefore simply use an assignment.

Instead of using the old 'jiffies + HZ {/,*} something' calculation
use msecs_to_jiffies() as that makes the code more readable.

<title>s390: kernel: add SPDX identifiers to the remaining files</title>

It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.

Update the arch/s390/kernel/ files with the correct SPDX license
identifier based on the license text in the file itself. The SPDX
identifier is a legally binding shorthand, which can be used instead of
the full boiler plate text.

This work is based on a script and data from Thomas Gleixner, Philippe
Ombredanne, and Kate Stewart.

This removes uses of TIMER_DEFERRED_INITIALIZER and chooses a location
to call timer_setup() from before add_timer() or mod_timer() is called.
Adjusts callbacks to use from_timer() as needed.

<title>s390: kernel: make lgr explicitly non-modular</title>

The Makefile currently controlling compilation of this code is obj-y
meaning that it currently is not being built as a module by anyone.

Lets remove the couple traces of modular infrastructure use, so that
when reading the driver there is no doubt it is builtin-only.

Since module_init translates to device_initcall in the non-modular
case, the init ordering remains unchanged with this commit.

We replace module.h with init.h and export.h since the file does
export some symbols.

<title>s390/sysinfo,stsi: change return code handling</title>

Change return code handling of the stsi() function:

In case function code 0 was specified the return value is the
current configuration level (already shifted). That way all
the code that actually copied the stsi_0() function can go
away.

Otherwise the return value is 0 (success) or negative to
indicate an error (currently only -EOPNOTSUPP).

Also stsi() is no longer an inline function. The function is
not performance critical, but every caller would generate an
exception table entry for this function.

If lgr has not been initialized, the lgr_info_log() function currently
crashes because 'lgr_page' is not allocated. To fix this 'lgr_page'
is allocated statically now.
