setup_arch() calls cpumask_weight() to check if any bit of a given cpumask
is set. We can do it more efficiently with cpumask_empty() because
cpumask_empty() stops traversing the cpumask as soon as it finds first set
bit, while cpumask_weight() counts all bits unconditionally.

There never was a reason for reserve_elfcorehdr() to be global.  Make the
function static, and move it before its sole caller.

We want to remove the #include &lt;asm/io.h&gt; from &lt;asm/smp.h&gt;, but for this
we have to move the XTP bits into a separate header first (as these bits
rely on &lt;asm/io.h&gt; definitions), and include them in the .c files that rely
on those APIs.

<title>mm: introduce include/linux/pgtable.h</title>

The include/linux/pgtable.h is going to be the home of generic page table
manipulation functions.

Start with moving asm-generic/pgtable.h to include/linux/pgtable.h and
make the latter include asm/pgtable.h.

con_init in tty/vt.c will now set conswitchp to dummy_con if it's unset.
Drop it from arch setup code.
