sys_sgetmask and sys_ssetmask are obsolete system calls no longer
supported in libc.

This patch replaces architecture related __ARCH_WANT_SYS_SGETMAX by expert
mode configuration.That option is enabled by default for those
architectures.

<title>PCI: Turn pcibios_penalize_isa_irq() into a weak function</title>

pcibios_penalize_isa_irq() is only implemented by x86 now, and legacy ISA
is not used by some architectures.  Make pcibios_penalize_isa_irq() a
__weak function to simplify the code.  This removes the need for new
platforms to add stub implementations of pcibios_penalize_isa_irq().

arch/frv/include/asm/smp.h:#error SMP not supported

smp_mb() is barrier() and we can use the default implementation that
uses smp_mb().

Many architectures have a stub cputime.h that only include the default
cputime.h

Lets remove the useless headers, we only need to mention that we want
the default headers on the Kbuild files.

In commit 94e6a9b93064 ("PCI: Remove pci_bus_b() and use
list_for_each_entry() directly") the function pci_bus_b() was removed, but
one instance of its usage was missed.

This patch allows each architecture to add its specific assembly optimized

Pull kbuild changes from Michal Marek:
 - fix make -s detection with make-4.0
 - fix for scripts/setlocalversion when the kernel repository is a
   submodule
 - do not hardcode ';' in macros that expand to assembler code, as some
   architectures' assemblers use a different character for newline
 - Fix passing --gdwarf-2 to the assembler
